ICOS welcomes Budget 2016 as targeted, balanced and fair for the agri-food sectorThe Irish Co-operative Organisation Society Ltd today welcomed the budget announcement by the Minister for Finance, Michael Noonan and Minister for Public Expenditure and Reform, Brendan Howlin.ICOS represents over 130 co-operatives in Ireland – including the Irish dairy processing co-operatives and livestock marts – whose associated businesses have a combined turnover in the region of €14 billion, with some 150,000 individual members, employing 12,000 people in Ireland, and a further 24,000 people overseas. The ICOS President, Martin Keane welcomed the overall budgetary package for the farming community as “targeted, balanced and fair”.Mr. Keane stated that changes to income tax including the ‘Earned Income Tax Credit’ for the self-employed is a very welcome initiative. According to Mr. Keane, “the Earned Income Tax Credit to the value of €550 is a welcome initial first step by the Government to ensure equity and fairness in the income tax system.”ICOS also welcomed initiatives in today’s budget to extend stock relief measures for a further three years and actions to support farm succession.Mr. Keane added “Budgetary supports related to farm succession are extremely welcome as targeted agri taxation measures can assist with succession planning and improving the age profile of the farming sector, which is a critical challenge facing the entire agri-food sector. “The agri-food sector stands to benefit from the Knowledge Development Box proposal with a reduced rate of corporation tax for R&D spend. This is a positive measure which will enable the entire food industry to develop new products, add value and compete internationally, which ultimately will deliver the best possible return for farmers.“ICOS also welcomes the announcement by Minister Howlin to allocate additional funding to support agri-environmental and capital investment schemes under the Rural Development Programme. In addition, funding for a range of new schemes under the Seafood Development Programme is also welcome.”However, Mr. Keane expressed disappointment at the exclusion of an income deferral scheme in this year’s budget.Mr. Keane stated, “We believe that an opportunity was missed to provide for measures to help farmers to manage volatility in this year’s budget. A suite of volatility measures including taxation initiatives will be required to help farmers cope with fluctuations in milk price. zoom South Korean shipbuilding major Samsung Heavy Industries (SHI) has joined the recovery drive of its two compatriots, DSME and Hyundai Heavy Industries, having posted a 350.8 percent jump in its operating profit for the first three months of 2017 year-on-year.Specifically, SHI’s operating profit for the quarter reached KRW 27.5 billion (USD 24.20 million) a considerable increase from KRW 6.1 billion in the corresponding period in 2016, the shipbuilder revealed in a stock exchange filing.The company’s net profit achieved 269 percent increase, reaching KRW 58,700 billion (USD 51.6 million) against KRW 15.9 billion a year earlier.However, SHI’s revenue suffered 3.7 percent dip and came at KRW 2.44 trillion.The increase in profit has been driven by a favorable order intake that kicked off the year amid stabilization in the shipbuilding industry resulting in a total of USD 1.5 billion worth of new orders. SHI’s order backlogs as of March 31, 2017 on delivery basis totals in USD 26.5 billion, the company’s data show. These are dominated by tankers, 34 of them, followed by 15 LNG carriers and 10 drilling rigs, among other units.Due to forecasts that the shipbuilding industry could slightly improve during 2017, the shipbuilder decided to raise its orderbook goal to USD 6 billion, from last year’s USD 5.3 billion target, after winning a major order to build a large offshore platform at the beginning of the year worth USD 1.3 billion.The turnaround is in particular expected in the LNG carrier sector and FSRUs, according to SHI, with up to 30 LNGC orders forecast to be placed on annual basis from 2017.World Maritime News Staff

Jeff Noble today said he joined his colleagues in approving a House bill prohibiting local units of government from taxing the manufacture and sale of food and beverages.Noble, of Plymouth, said the Michigan Food Access and Affordability Act received strong bipartisan support in the House vote. The measure, introduced by state Rep. Rob VerHeulen of Walker, extends the existing state constitutional ban of a sales tax on food and beverages to city and county governments, preventing the levying of municipal taxes on food.“This is common-sense legislation to reduce big government and protect families across the state from aggressive new taxes,” Noble said. “Lower-income families dedicate more than one-third of their income to pay for food, and adding a local sales tax on food could mean the difference between eating a nutritious meal or going to bed hungry.”“Local governments in Pennsylvania and Illinois recently enacted regressive local taxes on food sales and immediately regretted doing so,” Noble said “The tax prompted people to buy food outside of their communities to avoid the extra tax, which had a negative impact on the local economy as grocery stores cut hours and laid off workers.”The bill now goes to the Senate for consideration.#####The Michigan Food Access and Affordability Act is House Bill 4999.
